as a sully conservative, i will say that no child left behind, was not a brainchild of bush (he ain't that smart, neither is she), it was a long overdue reformation of education laws that had been put in place since the clinton administration. no matter how much we dislike his presidency. however, these mandates were about state laws and governances. it was not about "the government" taking the lead, it was about states taking back their right to educate their students and to hold their educators accountable. and the end.
