Torture Part 769 (Modest Proposal episode)

How come we pay countries millions and millions of dollars to not develop nukes to blow us off the planet, and we pay people in the Middle East tons of money not to shoot at us, but if we have a detainee whom we think has such pertinent information on some "ticking time bomb!!" scenario that he's worth torturing, we don't simply offer $5M for the info instead of pouring water on his face over and over?
