When the GOP works people up into a frenzy about "wasteful, fraudulent spending programs," of course the picture they're painting is a bunch of lazy, grifting, refusing-to-work black people who are gaming the system, ie "people not like us", so it's fun to talk about shutting down the government, therein turning off the cash spigots.
But it turns out that real people affected by a government shutdown also includes the troops, meaning that while everyone in DC puts on a show to impress the Tea Party with how stupid they are, US soldiers in Iraq and Afghanistan are getting shot at for no pay. How nice of them!
