How come when it comes to something like, oh, honoring the pilots of United States commercial air carriers who volunteer to participate in the Federal flight deck officer program, Congress has a debate on it and then votes...but when it comes to handing out $85B of our money, there's no vote at all? How does that work?
Isn't this like a high school girl getting advice from her friends and family about whether to kiss a boy on her first date, but then joining in on a full-on bukkake session without even thinking about it?
